The Best Possible Solution:
The best solution would be to apply for a permit because that way people will be informed on how to treat the rock and the cultural influence around it. Also some people will climb the rock respectfully and avoid the areas that are sacred. Also only trusted people will climb the rock who the local tribe have assessed. This solution is better than closing the rock because those tourists that really care and want to climb the rock will have the opportunity to so everyone isn't ruining it for those that want to climb and respect the rock and culture. Also the permit solution is better than opening the rock fully because only a few selected and trusted people will climb it therefore less damage will be inflicted to the rock.
